After that, go to Filter> Blur > Gaussian Blur and set the radius value to 2.

Change mode to Vivid Light

Select and add a layer mask to hide the smoothing effect from view

Select the brush tool and set the color to white. Make sure the Blend Mode to Normal, Opacity to 100%, and Flow to 100%, and then reveal the smoothing effect paint over the skin. You can also go to Filter> Noise > Dust & Scratches.
